What's a "Case?"
The State of Texas today had to remove 3,484 cases from its Covid-19 positive case count, because the San Antonio Health Department was reporting “probable” cases for people never actually tested, as “confirmed” positive cases.- TDHS
What other departments make this same mistake?

Oregon is counting positive and presumptive cases, which is probably why they are having “record” cases and threatening shutdown. Meanwhile hospitals in Oregon stay pretty much empty of covid patients

They are reporting probable cases with confirmed cases here in Ohio as well.

I know of a specific case where people making appt for a test but did not take the test because of the wait time got positive results back...without taking the test. This needs to be investigated.

My friend is an RN care manager in southeastern North Carolina. She just sent me this text: One our patients went for a Covid test. She signed in and it took so long that she got impatient and left before getting the test. She got a letter yesterday saying she tested positive.

Our grown daughter, who lives in Fort Collins, CO, just called to tell us that she waited and waited to get tested, but eventually left w/o getting tested. However, she got “results” back that said she “tested” positive, why is this happening?

Ohio does this too. We have probable cases everyday. Never tested

I've heard about 2 different people who scheduled a test then for different reasons did not get it then got a call they were positive.

Florida over reported cases by 10x the actual count yet

used surges in both Florida and Texas as a means to require face masks in all of their stores. Death count is dropping drastically and TX just reported that covid19 has now proven less fatal than last 2 flu seasons.

This is happening all over, isn't it? The CDC has published actual guidelines for determining "probable" Covid cases with no test being performed. With the financial incentives to maximize Covid cases, I can't believe anyone is shocked that the data are a complete mess.

Positive cases (confirmed and probable)
API field name: positive
Total number of people with confirmed OR probable COVID-19 reported by the state or territory (per the expanded CSTE case definition of April 5th, 2020 approved by the CDC). A confirmed case is a person who has a positive test result from an FDA approved diagnostic molecular test. A probable case is a person who either has presentable symptoms WITH epidemiological evidence or has BOTH a positive presumptive[?] laboratory test AND also EITHER presentable symptoms OR epidemiological evidence. Epidemiological evidence refers either to close-proximity contact with a known case or travel history to an area with high disease incidence. According to the guidelines, FDA approved antibody and antigen tests are considered part of presumptive laboratory evidence.
Note on cases: Following guidance from the CDC, many US states and territories now report both lab-confirmed cases and probable cases of COVID-19. (To be considered a probable case, a patient must meet a specific combination of clinical, laboratory, or epidemiological criteria.) Many of the states that report probable cases do not separate probable and lab-confirmed cases in their reporting, so our case count necessarily includes both lab-confirmed and probable cases. We have changed the label we use for this information from “positives” to “cases” to make it clear that these numbers do not exclusively represent positive test results.
Covid Symptoms:
People with these symptoms may have COVID-19:
Fever or chills
Cough
Shortness of breath or difficulty breathing
Fatigue
Muscle or body aches
Headache
New loss of taste or smell
Sore throat
Congestion or runny nose
Nausea or vomiting
Diarrhea
This list does not include all possible symptoms. CDC will continue to update this list as we learn more about COVID-19.
